Dell Inspirion unlock

Hi - I'm new with all this and not sure if I'm wording things correctly so bare with me.
Does anyone know how to unlock a Dell inspirion 9400 laptop? The DVD software installed is NEC DVD+-RW ND-6650A.
We have numerous DVDs from all regions and now cannot view due to locking on region code 4. We have used our quota and now our region tab is zero.
Is there something we can do to change this to "open regions" (if there is such a thing) so we can view without the hassle of copying each DVD prior to viewing.

may be too late, in most cases I reccomend against flashing those drives as it's too technical and dangerous, in your case it might be worth a try
