I would like to know if there's any way to create a video-cd made with a collection of jpg images with music together...Which program could I use to get such a video-cd?

As I recently posted here (see Lamborghini's post):
You can use Blaze Media Pro to create a sequential file (with time delays) of your JPEGs in .AVI format. Add any soundtrack that you've created in .WAV or Constant BitRate MP3 format. You can then use TMPGEnc to convert the file to VCD format for viewing on a standalone player - provided, of course, that your standalone player plays burned VCDs and recognizes the brand of CD-R that you use to create the VCD... -
Nero
Not positive because I just got it, but it looks like Nero software that came with my TDK cd-rw allows one to create a cd with photos and music. Not sure though. Maybe someone else here knows.Comment
