can anyone suggest what machine i should get / put together to do what i want to do? i need processor speeds, ram, hard drive, and cd / dvd burner, etc..

Depends on how much you want to spend.

For what you want to do its prob best you go for a high end PC because you wil be dealing with Video.

You will of course require either a Good Graphics card with Video in or a seperate capture card, which can get expessive. Firewire card could be considered but this is mainly used for DV cam corders no Video ( i assum your talking VHS ? )

Of Course a DVD writer, which are coming down in prise all the time.

So in the end, its best to go for as high as you can afford.
Im doing something similiar to yourself but with out the VHS side, so as above caller here is my system as an intermidate PC.

      A7V333 Asus Raid KT333 MB
      Athlon Xp 1900+
      1GB DDR 2700 Ram
      1 x IBM 7200 ATA100 120GB HD
      2 X Matrox 40 GB HD
      Gforce3 Ti 500 AGP
      Pioneer DVD Rom
      Pioneer A03 DVD Writer
      Mitsumi 32 x 12 x 48 CDRW
      Firewire
Dont forget the more HD space you have the better.
