AVI to VCD Audio sounds like smeg!

Help this thing is driving me crazy! Video looks great but sound has this beeping noise everytime there is voice or music! Beep..beep..beep...

Anyway to clean this up!

Here is the info

Sampling rate: 24000hz

Channels: 2 (stereo)

Sample pricision: 0

Compression: fraunhofer llS MPEG Layer-3 Codec

Preload Skew: 3500 samples (0.15s)

# of frames 46630

I thought that VCD was an MPEG-1 stream, limited to 32, 44.1 and 48Khz, Layer-2 audio only?

Heck I don't know. I have tried converting it to many different types with Virtual Dub and it only makes it worse.

Ok here is what I converted it to

48khz stereo 192kps layer ll

This is was accomplished using direct stream copy with Virtual Dub and Tmpge to convert.

The prevous post was what the AVI file was configured.
