Can I stream Video capture using premier

New to the DV video thing. Please Help
Is there a way to capture video with Adobe Premier 6 and
then stream it over the Web. That is I would like to be able
to as I am capturing the video to do a live real time stream.
Is this possible with Adobe Premier. If not how can I
achieve this. Is it possible with Windows XP? without purchasing
other third party software? All I want to do is allow someone
else to view the live real time capture streamed over the internet.
I know people are going to say use a web cam, but this is not for
that purpose. I need high quality video and the stream is
acting as a monitor used by someone not on sight for the shoot

Just go to the "microsoft download center". search for the "microsoft media encoder". it`s freeware and works great with high quality videostreams.
