You can do this this with VirtualDub and the Graft "logo" filter. You'd have to create a video (with a solid color background (for transparency)) of the up and down movement first, and then make it appear and disappear or fade it in and out as you wanted it with that logo filter. Its not a hard filter to use. A little playing around with it, and you'll catch on.
Now, if you want to do this for an animated GIF, there's another problem. Get back to me here if that is what you want to do, and I'll solve that one for you too.
It may look like I'm doing nothing, but actually, at a cellular level I'm quite busy.
the only problem is that it wold occupy a lot of space on the hdd. if u still want to do this, be sure to make the logo exactly 16x16 or 32x32 pixels, so it wont take more space than needed
