I have downloaded some backup copies of avi and mpeg files and the quality of them aren't nearly as good as the originals. Is there anything that I can do to improve picture quality?
Can I improve the image quality of my AVI or MPEG files?

Not really. Although programs such as VirtualDub (for .AVIs) and TMPGEnc (for MPEGs) include various and sundry filters, the old adages, "You can't make a silk purse from a sow's ear" and "You can't make gold from lead" still hold true. If the initial quality is poor, you're not going to be able to make any SIGNIFICANT improvements...
