if your wanting to change the playback size you can use a program like ulead video studio to "re" produce the file in the format and size of your choosing.

If you are outputting to an AVI (and presumably DivX) file, you can use Virtualdub. It has a built-in Resizer filter that can be used to alter the resolution of an input video. Here's a quick run-through:
1. Open video in Virtualdub
2. Set Video tab to Full Processing Mode and Audio tab to Direct Stream Copy
3. Go to Video -> Filters, and choose the Resizer filter. Input your desired new resolution. I suggest using Precise Bicubic mode
4. Go to Video -> Compression. Choose and configure your desired Compressor
5. Go to File -> Save as AVI and give a name to the new file
