Try re-naming the .bin extension to .avi or .mpg.
As for the file size, i have seen several games/programs that were around that size and they were able to fit on one 700mb cd-r.

Use a software that can convert the BIN file to a ISO, CUE, NRG or anything else that a CD burner software can recognise. By the look of it, it seems to be a VCD-compliant MPG file.

Well then try burning it or opening it up with WinIso.

Fireburn? You mean CD burner programs, like Nero and Adaptec CD Creator?

As I stated, you can use your CD burner program and see whether it recognises the BIN file. If it does not, you can use a software to convert that file into a format that is recognised by your CD burner. gd_nimrod has recommended the use of WinISO...

Use Daemon Tools to mount the .bin (It's really an image of the DVD)

"fire burn" You must mean "fireburner".
Yup, thats yet another cd burning tool, used especially for bin/cue files.
