Difficult codec question

Okay. I am working on a Windows NT machine on which I do not have administrative priveleges. This makes it impossible for me to install video codecs like i263 and DivX MPEG-4 into the system registry.

I need to find a way around this.

Are there viewing programs or converters that come self-equiped with these decompression techniques?
