Powerdvd player won't install, RPC error help

I'm pretty new to the dvd thing, but I have learned thanks to Digital Digest, that some of the best dvd playing software is not free. I just bought a dvd player and it came with powerdvd by cyberlink, but it will not install the player.

Problem: for some reason right after the installation wizard unpacks the file for installation I get the error:
    0x80070725
    Incompatible version of RPC stub
    INstallation will terminate.

I have emailed the company support and no response yet.
    Can anyone help?
    THanks in advance

    Bit of history:
    1.4gig p4
    128 ram
    60g hd
32mb hecules 3d card (supprots direct draw and have direct x8.1)
had win me on the computer, upgraded to win xp, hated it and 3d card would not work
uninstalled win xp to win me
(i personally think this may have to do with the rpc stub incompatability)
Downloaded two fixes for the rpc problem from microsoft(updated the ouleat32(something or other) to no avail
