Problems with Tv-Out

I have a abit ge-force 2 t400 64mb with tv-out. As i understand this is a known problem with tv-out on on ge-force cards. When i select tv-out to my tv, It is not full screen. On the tv it has an 1-2 inch border around the screen. This is due to Overscan? i have tried a tool called Tvtool designed for Nvidia cards because of this. when i select full screen on that software it produces grady lines. therefore it is not suitable. Does anyone else have borders? how do you overcome this? do need to adjust some settings?

Please help. it is driving me mad!!

There is a utlility called Borders, Have not tried it but it is reputed to work
