    DivX -> DVD

    can it be possible to convert DivX into .ifos, etc, burn them onto a DVD-R and be able to play it on a DVD player?

    Yes. One set of procedures (perhaps the simplest) is as follows:

    1) Use "TMPGEnc"'s DVD wizard/template to convert the .AVI into compliant DVD format

    2) Use "TMPGEnc DVD Author" (a different program than "TMPGEnc") to EASILY incorporate the compliant DVD file, along with all other required files (including chapter breaks and a menu, if you like) into a ready-to-burn format

      and you need a dvd burner for this? or can a CD-RW be used?

        You need a DVD burner to, as you initially asked:

          If you only have a cd-burner, you need to make a VCD/SVCD/miniDVD, but for a 2 hour-SVCD-movie you will need 2-3 CDs.
