    Good cheap capturing card?

Hi i was wondering what would get the job done basically, I would like to get a good 23-29 frams per second at atleast 640x480, if not 800x600, (fullscreen), this all done without incoding or something, I'm using a tv capture card right now and it doesn't seem to want to work properly, I have been encoding in xvid and it works fine except that in the very moving scenes it flashes too other scenes or what not, just appears not to be able to keep up, the tv capture card is a WINTV i don't even think it has any onboard memory, I have been suprised how well it works, I was thinking about an all in wonder or something maybe a 32-64 one, i'm not sure, give me some ideas if you guys could..
