Blur out a face in movie

Is there a way to (lets say) blur out a face in a movie?
Is there a filter for Virtualdub or another program that can hide a part of the movie when played?
I want to "pixel-out" some signs out of a movie.
I think this can be done with special program or a filter like they use to hide faces in TV-programs.
When they want someone to be not recognised they put "pixels" over his face.
I want the same effect...

Can someone please help me?

Use VirtualDub - with Donald Graft's "Logo filter"...

Can this filter move along with the sign I want to hide?
Or is this static?
I want the sign to hide even when the angle changes.

You can manually move it as needed, on a frame-by-frame basis, if necessary...

Don't you have a video editor? Any decent editor (like Premiere) is capable of producing a track matte, or has some other way of doing selective transparency on an image file (for example: a black circle on a white background with blurring filter applied) overlaying a video file on the timeline. Check Help, and search for "transparency".

As to "moving" the effect, or changing its size... This is done with keyframes in your editor's motion control dialog. Very tedious and time consuming to get perfect results.

Sure, there's professional grade software that can track the motion automatically. Do you want to spend $1500.00??

If I try this, the whole movie is blurred.

It all depends upon the size of the "logo" (overlay image) you've created. I'd suggest that when you select the filter, click on its "Help" radio button...

No. The person he accused did actually post referring to some programme. I saw that post. He surely deleted it subsequently (or maybe the mods did considering it to be spam) and so you cannot see that post.
