DV (camcorder) TO DVD ??? wont work

I'm trying to convert a home video to DVD but the result is not good.
I get some line when there is action, I tried non-interlace, interlace, deinterlace in tmpgenc, and different biterates with no luck.

what i did is capture with Ulead VS 7 then convert with tmpgenc, with the DVD template and then tried to tweak, but it doesn't work, anybody advice?

    thx

When VS7 opens up the template screen pops up automatically. Near the top you'll see "capture"...if you click on it you'll be presented with a different group of capture templates. If you select a DVD MPEG2 template, your capture will show up as a MPEG2.

what would be the best way?

I have absolutly no idea what you are doing since both of your posts talk about first using one piece of software and then you come out of left field talking about another piece of software previously unmentioned. ANY editor program will capture DV. Under your latest senario...capture and edit with Premiere.

yes i know but i'm experimenting, first i tried VS7 but it does not seem to have many possibilities maybe i'm wrong, so i heard about premier and would like to give it a try, cpaturing is not the problem that's very easy, editing is just a matter of experience, but my problem is still, convert it correctly to mpeg2 to burn a dvd, I tried different setting in tmpgenc, with no luck, so maybe there is a another way, another encoder, or via VS7 or permier, i don't know in fact, i'm sure many poeple here do burn there video's on dvd, and would like to have there secret, btw, i'm in europe so i'm in PAL!
          thx
