How do I make a VCD?

I have never tried to make a VCD before so I have no idea what I need or what the first step would be. I have a movie in avi format thatI would like to burn onto a CD and be able to watch on my DVD player or PS2. What I want to know is what programs do I need and what step exactly do I have to take to make it so I can watch movies (that I have downloaded in avi format) with my DVD player. Any help or suggestionswould be great. Thanks.
