Were these files originally "Captured" (recorded) from TV?

"videoed from tv, video tapes put onto hard drive. downoad files onto dvd."

What program(s) did you use for capturing, and what type of hardware do you have for that purpose? (Internal card; external capture device). Also, you have to determine what type of video format your device captures in. (i.e. Mpeg; AVI; Divx)

Try adding a .mpg to the file name and see if it doesn't open when you double click it.

Does the file have a .mpg extension? If no...right click and rename with .mpg extension. If yes...it's probably an MPEG2 and you need to download and install a Player for it (ie. PowerDVD). If it has an .mpg extension and you have a player for DVD's installed download G-Spot and check what video and audio codecs it has.
