codec or source problem???

Hi,
I am trying to convert a avi video file to mpeg format but the result of the output is , throughout the whole output, alot of the screen appears to have blocks of color ......

i tried to use different codec with different settings but , some results turns out to be worst that almost the whole screen is blocks and blocks of color runs.

I using tmpegnc to convert the avi to mpeg.

is it the codec or the source problem???

how to set the codec setting ???

my main question is , no matter what i use , the output of that files when played will have jerky/blocky scenes...

what can i do???
