Can anyone tell me is it possible to rip subtitles (convert them into any kind of txt format), if subtitles are stuck onto video file? I am talking about DVD's...

Neither will work unless they are actual subtitle streams. If they are "stuck on the video" meaning, the subtitle is part of the video stream, these tools won't assist you.

What you are describing is more commonly known as "forced" subtitles - and they may or may not be part of a conventional subtitle/"sub-picture" stream.
You might want to try using the conventional methods already described by "melios69" ("VOBSub" or "SubRip") to determine if the forced subtitles are included in the subtitle streams...Comment

Now, if I understand you correctly, you are dealing with other than a commercial DVD. If what you say (regarding VirtualDub and an .AVI) is correct, the subttiles you see are permanently embedded graphical representations and NOT any longer actual subttiles. In other words, they are simply an inextricable part of the picture...Comment
