If you have a software viewer such as WinDVD or PowerDVD and probably a few others there's a snapshot facility. I think it loads the Windows clipboard so you simply paste into a graphic application.
Alternatively. pressing 'Print Screen" will load the entire screenshot into the clipboard

Yes, even in freeware. PgcEdit can preview a VOB and in its preview screen just click the BMP button.
Note: Any video you capture this way or with PowerDVD etc will, if anamorphic, look squished. If this is the case, in order to make it look real, increase the horizontal scale by 33%.

I managed to find a function for snapshot in PowerDVD. It has a Snapshot function ans saves the screen shot wether the player is running or paused.
It requires you set up the resolution in the configurations popups,but it will save the resolution you describe as a bitmap to a folder you select.
Note: I found it will only save 9 screenshots to the same folder.
Other than that it works great and the resolution is perfect.
