Well, I use Adobe Premeire pro to edit my movie. I edited the entire thing and at the end I realized that the video i was editing was only 320x240, not the 720x480 that the proect was set to. So pretty much the movie consisted of a small centered movie window. I need to either figure out how to change the project setting to 320x240 in Adobe, resize the 320x240 video to 720x480, or something else that you experts only know. PLEASE help.

That is incorrect.
Standard compliant resolution for NTSC-VCD is 352x240 and for PAL-VCD 352x288...
To reiterate the question asked by "jmet", what are you trying to accomplish?
If you are using an NTSC DVD (720x480) as your initial source and you want your project to result in output of 720x480, I'd suggest you start from scratch and make certain your settings are correct.
Converting a 320x240 image to 720x480 will yield poor visual results.
