Chapters Lock When Creating A Video CD With Nero

Hello.

Why is it every time I create a Video CD with Nero, when I want to play the disc I can never select a chapter or start playing a disc from a menu? When I have more than four chapters, I get an arrow pointing to the right on the bottom right-hand corner of my screen and when I access that it works OK and shows the fifth chapter and so on. It allows me to return to the first part where the first four chapters are but when I want to play the disc or select a chapter everything is jammed. When I created a Video CD without a chapter menu the disc plays but I can't fast forward the chapters. I can fast forward on picture search. Why are the chapters always locked during playback and with a chapter menu? How do I fix this.

i know this is a very crappy feature of nero. what happens if you press the "skip, or next" button your remote to access the next file/chapter?
