MPEG2 to DVD, without recoding/resampling, captured from tvCard in variable bitrate.

(i hope my english is good enough)

with my tv-card i can capture movies in variable bitrate-mode.
how can i produce a DVD without recode/resample, because i capture the movie in the needed sample-rate (x000)
& variable or konstant & progressiv or interlaced (however i would like).

and i think, with resampling the movie will lose quality
