Information request regarding backup law

I've seen on sites, such as this one, many people saying that "as long as you OWN the original copy you can legally back it up"...

I've looked on Google but can't find anything "concrete" dealing specifically with DVD backup law.
Does anyone have anything that actually states what the law is?
