cant watch a dvd

i borrowed a dvd from my friend and cant watch it on my dvd player , i can watch it on my computer but not my dvd. it has lines through it like a vcr's tracking can someone tell me how to fix the problem

Maybe, your DVD player is old and can only read DVD-R not DVD+R. It can be also in PAL if your player can only read NTSC

no thats not the problem cuz i got the dvd player at x-mas . whats PAL and NTSC i just downloaded clone dvd and it comes up with an error " failed to copy the dvd-video, please clean the source disc or close some other programs"

help
