Is PC TV OUT quality good for home teathers?

Hi I'm panning to build a Home teather but I have a fundamental problem I would like to understand first, is PC TV out good enough ?

I have goigabyte NVIDIA 6600GT video card with TV out, and
I connected it to the TV using s-video connector (S-video to SCART).

the problem is that the quality of the immage is just not good enough (compared to my CRT monitor, an average one).
A DVD player seem to have a better quality, comapred to a DVD played on PC.

The question is , is this due to the Video Card TV out ?
would this improve if the TV was digital (so no s-video conversion) ?

is this due to video card may be a little old (hoping todays cards would give better performance on TV out)?

or simply PC video card TV out just cannot compete with DVD players ?

    Best regards.

Bingo. S-video is OK for older CRTs, but for the larger plasma/LCD displays, go DVI/HDMI or at least D-Sub.
