dvd won't play properly

Wondering if anyone can help dvd is skipping in my dvd player and another one i played it in . The problem is it skips or is choppy when scene changes worse at the begining. I've tried different dvd's and different encoding program(flick and shrink) and different burning program (nero and flick) . Could it be the players i've tried them in? , both dvd/vcr players, or i haven't tried to upgrade my firm ware yet. If anyone got ideas please help thanx....................oh i've also tried burning at 8X didn't fix it......peace
