I use TMPGEnc Basic encoder for mpeg 1, (freeware) and TMPGEnc Plus for mpeg 2.
Have been using it for years, as the encoder for the m2v video file down to 4.7gb and for cropping the top and bottom black borders, works great especially when your source is widescreen 16:9 and you want to watch on an old analog full screen 4:3.
If you get a new HDTV all the cropping can be done automatically, widescreen, full screen, fit picture to screen, all with the click of a remote control on the HDTV.
