I have an *.avi file with 2 sound tracks merged into one audio stream. Russian is predominat but I can hear the original English in the background very softly. The english is translated into Russian with a very slight time gap (as I make out while listening)and it is much louder.Can I drop the Russian from the audio stream and enhance the english?

AviDemux should be pretty easy for this. It has a Wiki with detailed documentation. Unless you are going to do something complicated with the English audio just going into the Audio menu should be pretty self-documenting. But the Wiki is there if you need details.
I recommend you get the old AviDemux 2.4 since it can produce good .avi output in one pass... not for this job but I think it's much better at one pass than 2.5.
Basically you would leave the video alone and set the audio conversion to produce whatever output format you want, then just save the file to disk.
