multi bit rate streaming of wmv

I’ve been using Adobe Premiere 1.5.1 to make multi bit rate Real media for streaming at 28, 56 and 150kbps. I can’t get Premiere to produce similar .wmv files. They just don’t stream video well to the slow conections. Windows Media Encoder is doing a pretty good job for even the slow dialup targets but not quite as well as the .rm files. Please suggest some tutorials on making such MBR WMVs as I probably need to better select frame rate and size and buffer settings. I start with 720x480 Dvcam .avi files and make 360x240, 6-15fps content. Thanks in advance for any advice.
