TMPGEnc vs DVD2SVCD

When I was figuring out how to convert a divx avi to vcd with TMPGEnc I came across a program called DVD2SVCD. I'm curious if anyone has used this and possibly how it stacks up against TMPGEnc when converting Divx to Mpeg-1 for vcd (or Mpeg-2 for svcd)? Thanks.

DVD2SVCD uses an mpeg-2 encoder (which can be TMPGEnc, or CCE, or possibly another encoder). DVD2SVCD is a program to simplify svcd creation. Therefore, a comparision between TMPGEnc or DVD2SVCD is not possible.
