If I wanted to convert an .avi or .mpeg to a vob flie so that it will be able to play with a regular compact disc on a dvd standalone player what program would I need to do so. Or is this even possible.

A standalone player will not recognize a VOB file on a CD-R (nor would it recognize ONLY a .VOB file on a DVD) - because it first looks for a DVD as the medium that should contain DVD structure (.IFO, .BUP, .VOB files, etc.). If it doesn't find DVD medium (and it's a player that plays VCDs, CD-Rs, etc), it looks for a CD medium and the structures that such medium would normally contain (VCD, SVCD, MP3, etc.).
If your standalone recognizes VCD and/or SVCD formats (and if you're fortunate enough to have it recognize your brand of CD-R or R/W CD), why don't you use TMPGEnc to create one of these formats - and then simply burn it in this format with NERO (DON'T ask NERO to create it, just burn it)?
