mpeg encoding

please can anyone tell me the best mpeg2 encoder which can encode from a split avi with uncompressed audio and .....wait for it, automatically work out the rest of the settings from the stream itself, or am i living in cloud cuckoo land, thanks in advance, and remember im new to this
