You are right jdobbs setting "HCTargetSectors=2325000" and Encoding the normal way, gave me 4.36GB (4467MB).
    Thanks

      maybe it help a little...

using HC,CCE OPV with and without ccetargetsectors:

      HC (without targetsectors)
      -----------------
      [22:13:37] Phase I, PREPARATION started.
      - VTS_01: 3.571.402 sectors.
-- Scanning and writing .D2V file
      -- Processed 256.624 frames.
-- Building .AVS and .ECL files
      - Reduction Level for DVD-5: 59,7%
      - Overall Bitrate : 2.731Kbs
      - Space for Video : 3.568.618KB
      - HIGH/LOW/AVERAGE Cell Bitrates: 3.564/393/2.731 Kbs
[22:19:28] Phase I, PREPARATION completed in 6 minutes.
      HC final size: 4.31Gb

      CCE OPV without ccetargetsectors=2264000
      -----------------
      [15:03:31] Phase I, PREPARATION started.
      - "One Pass VBR (w/analysis)" mode is enabled.
      - VTS_01: 3.571.402 sectors.

      -- Sampling 2568 of 256624 frames.
      -- Predicted size (sectors) at Q=36: 1.407.111
      -- Predicted size (sectors) at Q=24: 1.806.309
      - Q Value selected: 24
      - HIGH/LOW/AVERAGE Cell Bitrates: 3.564/393/2.731 Kbs
[15:15:12] Phase I, PREPARATION completed in 12 minutes.
      CCE OPV final size: 4.32Gb

      CCE OPV with ccetargetsectors=2264000
      -----------------
      [01:01:19] Phase I, PREPARATION started.
      - "One Pass VBR (w/analysis)" mode is enabled.
      - VTS_01: 3.571.402 sectors.
-- Scanning and writing .D2V file
      -- Processed 256.624 frames.
-- Building .AVS and .ECL files
      - Reduction Level for DVD-5: 60,6%
      - Overall Bitrate : 2.774Kbs
      - Space for Video : 3.623.818KB
      - Analyzing VTS_01 for optimal Q factor.
      -- TargetSize (sectors):1.839.088
      -- Sampling 2568 of 256624 frames.
      -- Predicted size (sectors) at Q=36: 1.450.866
      -- Predicted size (sectors) at Q=25: 1.871.449
      - Q Value selected: 25
      - HIGH/LOW/AVERAGE Cell Bitrates: 3.620/393/2.774 Kbs
[01:11:49] Phase I, PREPARATION completed in 10 minutes.
CCE OPV with ccetargetsectors final size: 4.38Gb

see that without targetsectors cce opv have seamless values as HC in the prepare stage and give the right final size(RB default size).

...and...what it all means???(your stup?!? ....you can ask!)
that using CCE OPV you don't have to use ccetargetsectors or you'll get oversize.
was tested 2 times with ccesp 2.5 and trial2700204(just the same sizes) in extreme slow pc with extreme care and patience (4 days running my pc dead horse).

I set TargetSectors=2260000. Both CCE & ProCoder come out with 4.37GB which is 99.96% full according to PgcEdit

but if you have one pretty new use 100 without any fear!

          regards for all!
Does this work for HC also ?????

yes tech, for HC and for all encoders.
            quoting my own post:

see that using min_bitrate=300, the LOW down to 393 in the prepare stage.
i can do another prepare stage using HC without min_bitrate=300 and post here.
            wait few minutes!

take a look tech, compare with my last post.
              prepare stage without min_bitrate=300 (HC encoder,same source,etc)

HC doesn't have a minimum bitrate that can be set... this value applies to CCE. Setting it won't hurt anything, though.

                    oh boy,i'm sorry.my fault!....and thanks for corrections!
comparing my posts is clear that with and without min_bitrate using HC,the HIGH and AVERAGE values don't change and of course the result will be the same.

the worse:i knew the hidden settings post that explain it all.

                      wow.cool precision!

                      LOTR main movie,english 5.1,portuguese 2.0,2 subs:
(irrelevant for target size, only to inform: filter used was asharp(1.1,2.2) )
                      without targetsize option

                      RB (without min_bitrate) HC (016) : 4,31Gb

                      RB (min_bitrate=300) CCE2.5 OPV : 4,31Gb

                      quality: just the same!
                      speed: cce win*...but...

                      * cool hint: don't need to buy cce for quality because HC give cool quality with two advantages
---->use less cpu and is free!
