ok so I burned a dvd of a movie encoded with cce 4 passes. Then played it on tv and the dvd I encoded works fine on computer, and everything is fine except in 1 chapters where the frames just randomly drop. Do you think the audio caused the frame drops?

Post your DVD Rebuilder log. Are you saying it plays OK on the software player but not on the burned DVD? If so, it's a burning or player issue.
