If you look to the right side of the bar graph that says 100% you will see two continually updated line graphs that represent usage on each CPU. They appear to be pretty close to 100%.
when I hit ctrl, alt, del the Task Manager comes up and under the performance tab I see CPU usage CPU usage hitory and PF usage and Page file usage history.
I only see 1 graph for CPU usage and I checked the view>cpu history>one graph per CPU. See pic. I hope I captured it properly.

If you see under CPU usage history, its divided into 2 boxes, 1 box for each cpu, and its nearing 100%, so you're good to use 100% cpu.
