HCenc 26 beta VBV at critical level

I am having an issue with DVD Rebuilder and HCenc 26 beta as the encoder. I get to section 18 of the encode and it stops at 50% just hangs there, doesn't advance. HCenc 26 beta says in the encoder VBV at critical level. AQ is at 2 and lum gain is set to 0

VBV is set to yes in the setting
