My setup has a Q6600 quad core processor with 2GB of RAM and XP. Is it normal for the CPU load to spike up to near 100% during encoding and stay that way until the encoding is done? Thanks!

This is normal for any encoder that uses multiple processes. It's good that it uses the available CPU - takes less time to encode. Make the encoder priority Below Normal so you can continue to do other work though.
