two pass variable bit rate

I have been encoding SVCD's using constant bitrate but notice in some scenes with high motion, there is motion blur. I have been told a good way to solve this without having to use tons of CD's per movie is Two Pass Variable Bit Rate. I tried this using the average from a bitrate calculator, and 2500 as max and 300 as min. I noticed that after conversion, the end of the movie, when played with Windows Media Player was like a strobe action. The sound played but there was a new scene every 10 - 20 seconds. I didn't burn it to see what would really play. (didn't want to make yet another coaster). Can anyone help please?
