Video to fast and to slow

When I have a video that I would like to decode to vcd I've used TMPGEnc but when I do that the video are switching from going correct FPS but someone times it seems like it's going to fast and sometimes it's going to slow. But it's only the video not the audio.
Can soemone help me out plz.
