XVCD Jerky

I just created an XVCD at 720x480 resolution @ 2050 kBit/s bitrate. When it's played back on an Apex AD-600A, it looks as clear as playing from the DVD. The problem is that the motion sort of jerks every 3 seconds. This this normal?
