divx to dvd audio problem

i am converting a 23, 978 fps divx avi to a PAL (25fps) DVD, i convert the video in tmpgenc plus and it works perfect, now, i used virtualdubmod to extract the MP3 VBR audio, i open this in Besweet and do the frame rate convert to 25fps and to .ac3, after thats all done, when placing the audio in Adobe Encore DVD it has a 2 - 3 ms difference in length then the video, anyone know how to fix this? or anyhelp so its not delayed.
