Can a bad power supply affect pc parts

My parents pc had the power supply go out and for awhile before it actually went out i could tell it was about to go. Now I have replaced the power supply and it turns on but now there is no signal coming from the VGA to the monitor what could be there problem could the bad ps have burned up the old VGA output on the MOBO ?? any other possible fixes ??

    thanks
    jj

are you sure you have all the connections from the power supply connected to the mobo?

if they are then looks like a bad mobo or cpu

its a real simple pc they just use it for surfing they dont know how to do anything else you know the have trouble sending emails haha. so the onnly connections is the 20pin that 4 pin yellow and black power to the HD and power to the 2 dvd drives. not much you know. if you think its bad whats a cheap one i could pick up for them all they do is surf

4 pin yellow and black power to the HD
goes to the motherboard , 4 pin square socket next to the regular power connector, close to the usb back ports 2 yellow 2 blacks

unhook all drives and all fans except the cpu one

                    see if it will post?

                    eliminating possible shorts

checking the new power supply in another computer also

this stuff gets real hairy fast

well i unhooked everything but the cpu fan and still nothing!!! starting to get a lil frustrated why all the sudden the power supply goes and does the mobo mess up ??

I have tried 3 different power supplys and i know for a fact that 2 work but in all 3 when plugged into the mobo that there is a faint whistle coming from the power supply what does that tell you!!!

I have had mobos eat cpu's and vice versa, mobo's eat ps's and vice versa

ecs is one of the worst mobo manufacturers

                              mobo is ifffffffffffffy

cpu should be good unless it shows overheating(pattern where the heat transfer compound melted and flowed down) fried?
