Message Blocking Me From Uploading

Can anyone help me on this, please? No matter what web site I want to upload to, I keep on getting harassed by this message where it bombards me on a loop appearance. It doesn't matter when I chose Allow or Deny the same message keeps on coming up where it's stuck to me like a fly on a turd. This problem started two days ago and I don't know what caused it and I don't know what to do to stop it. I read it's part of Windows but why won't it leave me alone? I can't upload anything hardly at all because this message blocks me from selecting a file and I have to move as fast as Billy the Kid to get my own way. The message I get follows.

I did tick that box and that message came back up. Now the box is greyed out where I can't put another tick in it.

From Internet Explorer, Go to Tools Menu > Internet Options > Advanced Tab > Reset Button

To make sure, afterwards reboot your computer.
