Burning to Dual Layer DVDs

I am a complete Noob so I first want to say thanks for your help!

Here is my question,

1. I want to copy a DVD to a Dual Layer DVD. My drive indicates that I can do this but I need to know the best and easiest way it can be done without losing any video quality.

2. Do you always need to rip the DVD to your drive first or is there a way to copy directly from drive to drive?
