Overseas landline to mobile phone calls

Does anyone know how to do this?
Does it require some kind of set up or can you just find the area and country codes and dial the mobile number?

I would imagine that you would call the cell the same way you call a landline phone number.

Naah! you dont have to use the area/state code while dialing to mobile phones since their numbers are distinct, just dial the country code + mobile number.
