i also think that the "normal" reaction should be to keep it. to me, giving it back or going on a quest to find the owner is "abnormal" -
I'd take it with a clear conscience. How you ask? It's easy, the previous owner of the bill was willing donating it to my funds. I know this because had they not wanted to donate it to such a great charity as me, they would not have dropped it eventually ito my pocket. The way I see it the person was walking and thought, I dont really need this money so I will just causally drop it on the ground for somone who needs it more. Me

If I saw someone actually drop it I would give it to them. but like the poll says if no one was around its mine.
