VCD --> DivX resolution question

Are all VCDs 352x240?

Meaning, if I were to convert VCD dat --> DivX I don't have alot of pixels to play with?

I've been ripping DVDs and resizing to 512x384. Am I right in thinking getting a resolution of 512x384 with a VCD would be nowhere near as good quality?

UPsampling is never a good idea

of course you shouldnt change the vcd resolution when converting to avi
