which resize filter for 2d anime and 3d animation?

for these two types of animations:

    a) traditional 2d cel anime (e.g. spirited away, castle of cagliostro, etc.)
    b) modern 3d cg animation (e.g. finding nemo, bionicle: mask of light, etc.)

how would you rank the following resize filters, from best to worst (assuming everything else the same), for each type above:

    1) simple
    2) bilinear
    3) soft bicubic
    4) neutral bicubic
    5) sharp bicubic

and how big of a difference between the best and the worst? between the best and the second best?

this kind of knowledge takes a lot of experience, and one person may not have all that much experience. thus, inputs from many people (especially those with experience) would be invaluable. thanks in advance.

Some say bilinear for downsizing and bicubic for upsizing as the standard. Others say the oppisite. I my own tests I can't see any difference.
